Independent scientific expertise for frontier AI oversight
Article 68 creates the Scientific Panel — a body of independent experts whose technical knowledge supports the AI Office in overseeing the most complex and capable AI systems. Unlike the Advisory Forum which represents stakeholder interests, the Scientific Panel is composed of researchers and scientists selected for technical expertise, providing a check on both industry claims and regulatory assumptions about AI capabilities and risks.
WHAT IT SAYS
Independent experts, qualified alerts, and technical evaluations
- The Commission establishes a scientific panel of independent experts to support the enforcement activities of the AI Office — particularly in relation to general-purpose AI models
- Panel members are selected based on up-to-date scientific or technical expertise in AI, cybersecurity, fundamental rights, or other relevant fields
- Members must be independent — they may not receive instructions from governments, institutions or other parties and must avoid conflicts of interest
- The Panel advises the AI Office on technical questions relating to GPAI models, including on evaluation methodologies and risk assessment
- Crucially: the Panel may issue qualified alerts to the AI Office identifying specific GPAI models that may present systemic risk — triggering the Commission’s classification and investigation powers under Article 52
- The Panel may also request that the AI Office initiate evaluations of GPAI models under Articles 91 and 92
- Member states have access to the Panel’s expertise and may draw on it for their own national oversight activities under Article 69
