Notes: Portugal approved the National Artificial Intelligence Agenda (ANIA) and 2026–2030 Action Plan via Council of Ministers Resolution No. 2/2026 (published 8 January 2026). The ANIA includes specific AI Act implementation as a target for H1 2026 (initiative IV.4: definition of competent authorities, coordination models, and sanctions framework) and regulatory sandboxes for H2 2026 (initiative IV.5). An AI Act Implementation Guide (with risk-assessment tools and Portuguese Standard 4595) is also planned for H1 2026. ANACOM was formally designated in September 2025 as MSA and SPOC. National AI Agenda exceeds €400M in planned investment. digital.gov.pt continues to operate the AI Act information hub.
