Key Intelligence

Latvia's VARAM report proposes an authority structure but no formal EC notification has been made — leaving Latvia without designated AI Act authorities despite having an operational AI Centre and a funded regulatory sandbox

Latvia's AI Centre is one of the few operationally active AI governance institutions among the lower-readiness EU member states, providing a foundation for future implementation that most peers at this readiness level lack

The Latvian AI regulatory sandbox is funded and operational, but without designated MSAs the legal framework for sandbox outputs and their relationship to formal compliance pathways remains unclear

Latvia's economy — anchored in logistics, financial services, and a growing IT sector in Riga — faces AI Act exposure primarily in financial AI and cross-border logistics automation serving the Baltic and Nordic markets

The gap between Latvia's operational AI infrastructure (sandbox, AI Centre) and its incomplete formal authority designation is one of the more puzzling implementation trajectories in the Baltic region, given Lithuania's significantly more advanced position

Supervisory Authority

VARAM (proposed) ↗

Status: Awaiting Designation

Notes: VARAM (Ministry of Smart Administration and Regional Development) is formally confirmed as the lead coordinating authority for AI Act implementation in Latvia, per Cabinet of Ministers decision of 25 February 2025 and official VARAM documentation. VARAM's report recommends the Ministry of Economics as the notifying authority, with 12–14 authorities responsible for market surveillance across sectors. The Latvian National AI Centre (NMIC) is operational, established under the AI Centre Law adopted 6 March 2025. Formal EC notification of the SPOC and MSAs has not been submitted. The trackers that previously listed Latvia as "Unclear" are now superseded by the official VARAM designation.
