Key Intelligence

Greece has no designated AI Act MSAs as of April 2026 — the Ministry of Digital Governance leads implementation efforts and fundamental rights bodies were designated in November 2024, but no market surveillance authority has been formally appointed

Greece ranks second in CEE for number of AI startups with approximately 188 companies, demonstrating a more active AI ecosystem than its low readiness score suggests — particularly in shipping tech, tourism AI, and defence-adjacent systems

Greece's shipping industry — the world's largest merchant fleet operator — is increasingly integrating AI into route optimisation, predictive maintenance, and cargo management, creating novel AI Act classification questions in a sector with limited prior regulatory precedent

The Greek government's digitalisation push, including the gov.gr platform and national digital identity initiatives, has embedded AI into public administration workflows that carry direct Annex III obligations for deployers in the public sector

Greece's GDPR enforcement has been limited relative to its EU peers, with the Hellenic Data Protection Authority focusing primarily on awareness and guidance — a pattern that will likely characterise early AI Act supervision as well

Supervisory Authority

Ministry of Digital Governance ↗

Status: Awaiting Designation

Notes: Ministry of Digital Governance and Artificial Intelligence (led by Minister Dimitris Papastergiou) continues to lead implementation. Key new development: Greece held its 2nd Consultation Forum on the implementation of the AI Act on 26 March 2026, with participation of the Greek National Commission for Human Rights (GNCHR). Seven fundamental rights bodies designated November 2024. Greece is actively expanding AI use in public enforcement (smart cameras for road safety enforcement, digital fines via government platforms). Social media age restriction law for under-15s being prepared for 2027. No MSA or notifying authority has been designated. No implementing legislation introduced. Chambers and Partners TMT 2026 identifies NCA designation and enforcement mechanisms as "a key legal challenge in Greece."
