Status: Awaiting Designation

Notes: France remains without formally designated national competent authorities, now more than nine months past the August 2025 deadline. The DDADUE bill's provisions designating national AI Act competent authorities (CNIL as lead MSA and SPOC, DGCCRF as operational coordinator, and ~15 sectoral authorities) passed the French Senate on 18 February 2026. However, as of early May 2026, these provisions have either been withdrawn or are still pending vote in the Assemblée nationale, leaving France with no formally notified authorities at the European Commission. France does not appear in the Commission's list of notified single points of contact (8 out of 27 as of March 2026). Institutional capacity remains strong in practice: CNIL's dedicated AI Service is operational; INESIA (national AI institute) was inaugurated January 2025; ACPR has ~50 AI specialists; France 2030 provides a €2.5B AI backdrop. No AI Act-specific regulatory sandbox exists. No sandbox has been launched or announced.
