Notes: Finland's Act on Supervision of Certain AI Systems (1377/2025) entered into force on 1 January 2026, making Finland the first EU member state with fully operational AI Act enforcement powers. The law designates Traficom (Finnish Transport and Communications Agency) as SPOC and lead coordinating MSA. 15 sector-specific MSAs designated (not 10 as in prior notes). A new Sanctions Board was established for fines exceeding €100,000. AI sandbox rules were expected by 1 February 2026. In April 2026, Estonia and Finland signed a high-level cooperation agreement to jointly develop AI regulatory sandboxes as required by the AI Act. Finland's early mover status signals strong institutional readiness ahead of the August 2026 application deadline.
