Notes: Estonia continues in a decentralized model with 5 proposed MSAs in draft legislation. Ministry of Justice and Digital Affairs coordinates; TTJA (Consumer Protection and Technical Regulatory Authority) publishes guidance and is expected to be lead MSA. Key new development: Estonia launched the national "Eesti.ai" program in early 2026, targeting a doubling of productive value per citizen through AI, with €20B in added value expected by 2035. On 19–20 April 2026, Estonia and Finland signed a high-level cooperation agreement on AI regulation, including jointly developing AI regulatory sandboxes as required by the AI Act. Estonia has a strong startup ecosystem (Veriff, Starship, etc.) with approximately 21% of Estonian companies using AI as of 2024. Draft implementing legislation is still in preparation.
