Notes: Bulgaria remains in the preparatory phase. The Ministry of Electronic Governance (MoEG) is confirmed as the lead coordinating agency. Per a BTA inquiry response (January 2026), MoEG acknowledged "no final decisions yet on the coordination model, oversight of high-risk systems, and national implementation rules." The Ministry of Economy and Energy was also assigned a leading role by the Council on European Affairs. Key completed task: Council of Ministers Decision No. 398 of 18 June 2025 designated seven fundamental rights bodies: National Ombudsman, Central Election Commission, Commission for Protection against Discrimination, Commission for Personal Data Protection, Commission for Consumer Protection, State Agency for Child Protection, and General Labour Inspectorate. No MSA, notifying authority, or implementing legislation exists as of May 2026.
